DR. KARMINDER SINGH DHILLON
Karminder Singh Dhillon (PhD, Boston) heads the Cluster for Expertise Development at the National Institute of Public Administration (INTAN). He has previously served in the areas of Research, Training, Policy Analysis and Human Resource Planning at the Prime Ministers Department, Institute of Diplomacy and Foreign Relations (IDFR) and the Ministry of Defence. He has served as adjunct lecturer teaching foreign policy analysis, defence policy and strategic studies at University Malaya (UM), the National University of Malaysia (UKM) and the National Defence College (MPAT) for over a decade. He obtained his educational and professional qualifications from Harvard, Boston, Nottingham and Beijing National Defence Universities. He is the author of Malaysian Foreign Policy in the Mahathir Era 1981-2003: The Dilemmas of Development, Singapore: NUS Press 2009.
